I'm messing with 1003 right now. It has a couple of bugs in it, and
I've sent a mail to Bill Tutt to see how he feels about reverting a
part of his change that I don't see the need for.

As for priority, 1003 definitely has it. Part of the changes there
address existing bugs and inefficiencies in the filesystem code. As
far as I can recall, your changes don't address any run-time
brokenness -- they address theoretical / modularity issue.
