Michael needs the "Project Document - Approve" permission to make the
uploads public. Granting him any RM the "Download Manager" role on
tigris.org will take care of this. I've updated the releases.txt file
(r4991) to reflect this.

If SVN was running inside of SourceCast, it would actually make more
sense to grant him the "Content Developer" role, so he can update the
web site content. Since the content doesn't yet auto-publish with a
check in to www/ (like it does with CVS), the "Download Manager" role
is more appropriate ATM.
