Shouldn't you link against neon-0.23.6 for the winsock fixes?

Just a heads up,

I'm starting Windows ra_local and ra_dav test runs off the 0.18 release
branch. I'll be linking all binaries with the apr, apr-iconv and
apr-util bundled with the stock httpd-2.0.44. I may or may not run
ra_svn tests; I'm pretty sure they won't pass on Windows at this time,
anyway, due to the lack of multithreading support in svnserve.

I expect the full tests to take about 3 hours; I'll post results as they
come.

BTW, here's the draft README.txt for the next Windows binary release;
comments welcome:

This is the Subversion Win32 binary. By default, it uses the internal diff
library, but can use a GNU-ish diff and diff3 program whose locations can
be defined in the config file or Registry, or on the command line.

These binaries are linked with:

    neon-0.23.5
    Berkeley DB 4.0.14
    OpenSSL 0.6.7
    ZLIB 1.1.4

The Apache module mod_dav_svn.so was built against the httpd-2.0.44,
including the apr, apr-iconv and apr-util modules distributed with that
version.
