See my other mail in the SVNSERVE thread. It's an apr problem.
I mailed the svn and apr dev lists, got a few replies on apr,
none on the svn side. Submitted a patch based on people's
recommendations, haven't heard a thing since, except on IRC where
Thom May said he would test and apply.

That particular wait call is only interrupted on some systems; i
am not sure why, but it doesn't matter, that's why you're
supposed to repeat as long as you get EINTR.
