Eric, would you mind filing an issue for this? It sounds like
everyone either is for it, or anyway doesn't mind :-).

I don't think it much matters what language the script is written in,
since it's not people's only way to get a ~/.subversion area (I'm sure
the time-honored method of copying it from a friend will be used a
lot, too).
