Have worked a few years on a similar product to subversion, called
machinesync. The idea was to have a patch/installer integrated with
source code control. The patch should be downloaded from several
mirrors at once (like KaZaA and similar products does). It isn't as
 crazy as it sounds =)

I'm not sure I understand this feature, you need to explain more. Or
maybe machinesync has a web site with docs?

Atomic submits with changelists and easy branching are among the
 important features of machinesync.

Yes, Subversion has atomic commits, each changeset has a name, and has
O(1) branching.

So my question is: Are subversion going to include those features or
should I continue to develop my own system?

Perhaps you should read the Subversion design document, or the
Subversion book. Both are in the file-sharing area of the Subversion
web site.
