I'm hoping to keep the actual SSL functions abstracted out of
subversion, and in neon. If someone eventually wants to add support for
the windows certificate store/cryptoapi and the schannel SSP, their
changes should be almost all in neon (other than configuration changes
to not reference or load files.)
