Can something be done about the annoying ~/.subversion directory. I
don't want it. Seems I have no choice in the matter though as every svn
command fails rather than just print a warning and move on when
something is wrong with the directory or its contents.

With cvs you can do the following:

   dd if=/dev/urandom of=.cvsrc bs=1024 count=1

and EVERYTHING KEEPS WORKING (i.e. the file is OPTIONAL).

I'm not asking anyone else to do any work either. Just say the word and
I'll send in a patch conformant to HACKING guidelines fixing the feature.

Mix.
