That means that no extra files can ever be cleanly added to
~/.subversion, because existing users won't pick them up. There would
need to be some kind of versioning if this went in, I feel.

How did you manage to get ~/.subversion checked in? I tried back when I
was importing my home directory, but eventually gave up; I could never
get an update to work properly because 'svn up' created ~/.subversion
before trying to update it and so got Obstructed update. Eventually I
decided that this was probably just as well.
