username is anonymous

I have not setup usernames a password file in Apache. When I do a commit and
specify
--username, I still get anonymous in svn log. At first I thought it would use
$USER or $LOGNAME, but apparently not. Do I need to setup Apache authentication
to get away from
anonymous ? We have a small development team (3) and the web server can only be
accesed inside our firewall, so I didn't see a need for a password file.
