 Agreed -- and now written up in HACKING, as this is really a decision
 we made when we decided to switch to doxygen :-).

If I understand correctly (have not looked on doxygen yet),
doxygen-comments are parsed automatically. Therefore it should be
possible to automatically detect whether the comments obey this
requirement? Would it be hard for a commit-hook to check for it?
