After we did a dump and load the problem went away. I don't think a
dump will help you. We can't reveal the data in the repository either
or the pointed headed bosses will go nuts (even though there is nothing
particularly novel there).

It really sucks that there is no way to make part of a repository
reabable. Hmm, could we use Require valid-user for all HTTP methods
and then use a hook to only allow an anonymous user read access to a
subset of the repos?
