 cvs2svn couldn't have helped here. I used cvs2svn to convert a
 CVS repository to a Subversion repository. Nothing looked screwy
 at all to cvs2svn. I then took the svn repo, dumped it, and
 loaded the dump file into an existing repo.

Ah! Well, then it can be said the same problem applies to 'svnadmin load'.
The loader should (by default) refuse to load revisions that will result in
mis-ordering.
