 ok, so i tried to 'svn propedit svn:log --revprop -r 4509
 http://svn.collab.net/repos/svn/trunk' to add a 'Submitted By: Eric
 Gillespie epg@pretzelnet.org' to this, and i get the following result:

It's the and in the new message. They're not protected in the
XML and the XML parser complains about them. There's an open
issue about it, but I don't know the number off hand.
