0.17 delayed on issue #689

My earlier email about DAV notwithstanding, at this precise moment I
can honestly say I hate it :-). Ben and I have just spent more than
twelve hours tandem-coding on issue #689 (checksums); the patch so far
is attached to the issue. It works for regular updates, checkouts,
and single-file fetches, but is failing basic_tests 10, which tests
'svn switch'. We don't know why yet. We'll find out after we've
slept some.

0.17 is blocking on that issue and on #872. We could defer #872 if
necessary (though Brane's been making great progress), but I don't
think there's much point releasing without the checksums now. If
anything, issue #1085 proves that we need them asap.

Greg H: Sorry about not adding the checksums to ra_svn. It wasn't
that it's not important, rather that we anticipated the bulk of the
work would be in DAV, so we started there. Oh, how right we were :-).
