RE: cvs2svn on Win32

I managed to build the python bindings on win32 (had to change the setup.py
(issue 991) and do some minor changes to swigutil_py.c (issue 990) and
apr.i.
There is still a problem however, see issue 993 for more Details, causing
the generated binaries not to work.
