Request for a new bug tracking keyword.

I think we need a new bug tracking keyword that I can assign all the
scalability bugs too. There definitely not performance issues, and it
would be useful to have a keyword for scalability issues so that when
people ask what types of things they are going to encounter when running
a large repository, you can point them to the keyword.
