Are there Win32 binaries of Subversion incl. server part available ?

Hi,

I know there exists a Win32 Subversion binary (with setup).

But as far as I know it only includes the Subversion client part!?

Is there also a Win32 Subversion server binary avaliable (with or
without setup)?

So I can install:
   Apache MSI Setup
+ Subversion Server Setup
+ Subversion Client Setup

and have a complete working Win32 subversion client+server.

If it's not available what are the reasons ?

a)
Nobody has done it?

b)
Other reasons
