Are you sure? Don't you move foo/.svn/ as part of moving foo/ to
bar/? In that case bar/.svn/ will exist and bar/ will look like a
working copy base (unless when you made the move bar was a missing
versioned directory in which case bar/ will simply be part of a
working copy).
