win32 svn README suggestion

The README in the 0.16 win32 svn might benefit from an extra line
pointing the user to "www.cygwin.com" to download the cygwin
distribution (to obtain the diff.exe and diff3.exe files). I would
submit a patch, but I can't find this particular README in the svn
repository!

Also, would it be easier for windows users if README was renamed README.txt?
