Cyrus SASL should never be a mandatory dependency of ra_svn; it would be
silly if we didn't build in support for anonymous and external (tunnel)
authentication for lack of a library.

(There has been no movement on the ra_svn front from me because I have
to devote my attention to MIT stuff for a few months. Not that other
people should feel discouraged from hacking on it.)
