Issue 986: workaround for i18n versions of "Application Data"-folder

I would like to point you to a workaround for issue 986.
The foldername of "application data" can be found in the registry at:

"HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders\Local AppData"

Copying the folder to one not containing an accent in the path and then
setting this key should make svn work on french versions of NT.
