rcs2svn?

We've got an RCS (actually MKS SI) repository. I can convert the repository
files into vanilla RCS and the cvs2svn will do the right thing for the main
line (from looking at the dry run output, anyway).

Now, there are branches/release lines in the repos, and I'm starting to
think about how to import them.

Where CVS has branch labels, RCS has nothing. Except maybe that
organisations keep a policy a policy to apply a project wide labels at
branch points. As long as there is at most one branch from each label,
shouldn't this be enough information to be able to treat the RCS label as a
[CVS] branch label as well?

In this case, this would make a nice addition to cvs2svn that might work
for most RCS based systems.

If this is not feasible, then MKS SI also keeps additional metadata about
development lines in separate files, but I'd rather not go there.
