Yep, patching the nroff document is the right way.

But actually, a lot of the syntax given in that man page is out of
date now, not just `undeltify'. Can you make a patch to fix all of
it? The big change happened in revision 3258; you can look at the
diff for that revision, if the output of "svnadmin --help" isn't
sufficient.

Btw, it's completely my fault that I didn't update the svnadmin man
page (I didn't know it existed) in rev 3258. So if you don't have
time to make this patch, just post right back and I'll take care of
it.
