frequenter tarballs

Before anyone complains about the grammar, let me point out that "more
frequent tarballs" is ambiguous :-).

Anyway:

I've shifted a bunch of issues so we can make a 0.14.4 interim release
tomorrow (just because so many bugfixes have accumulated).

Furthermore, those issues are now distributed over more milestones, so
it'll be easier to stick to tarball-early-and-often plan. About once
every two weeks was what Greg Stein originally proposed, and it would
be nice if we actually did that. The principle is to have just one
big fix or feature per milestone, and a few little fixes.
