For those of you that don't read the commit list, once you start using
rev 3518 you need to move your proxy settings.

It occurs to me that we could use this file to define a value for the
neon debugging call. This would allow us to get HTTP protocol logs
without requiring users to run ethereal, or recompile Subversion.
