issue 860 update

OK. Just tested again with svn revision 3446 on a FreeBSD 4.7-STABLE box
(as of Wed Oct 23 00:11:02 EDT 2002).

Numbers are MUCH better than previously although httpd memory usage still
scales with the size of the file. Its just not nearly as bad as it used to
be.

I only tested commits and checkouts with random files of sizes 100MB,
200MB, and 300MB. I can perform more if anyone wants them. Graph is
attached along with two simple data files. I'm too tired to label the
graph. The y axis is httpd memory usage in KB while the x axis is random
file size in MB.
