[PATCH] INSTALL: put little note about testing server over ra_dav

Hi!

I add few line of test to INSTALL about testing, I think that it would be
nice if there is few pointer to this subject in end user/administrator's
documentation and not only in HACKING. Please check grammar and
spelling. =)
