configure not working

I'm trying to configure on cygwin. After doing
./autogen.sh and ./configure, I get:
configuring libtool now
configure: error: cannot run /bin/bash
ac-helpers/config.sub

Looking in the ac-helpers directory, I see no file
named config.sub. Can anyone help me with this,
please?
