I would *highly* recommend that approach: start with the bare libraries. The
simplest reason is because we've already got most of the framework for the
SWIG bindings against the library. It is then a "simple matter" of finding
the Python-specific typemaps and writing their Java (or PHP or Perl)
equivalents.

One of the current issues on the table is getting the Python bindings
integrated into the build, yet also solving that in a way that could apply
to the other languages as well.
