If you want to, you can just remove
.../subversion/tools/hook-scripts/commit-access-control.pl
(Sorry, Blair) to get rid of this dependency. Although not
explicitly stated in the spec file, RPM somehow finds the
"use Config::IniFiles 2.27;" line in that hook script and
generates a dependency.
