I ran your test on A 800MHz PIII Windows/XP testing the stat with

dir foo /s >a

local 100ATA disk: 3.75 seconds
samba share from 600MHz PIII running FreeBSD: 50.25 seconds

stat does not seem to be the problem even on network drive.

I agree that its poor organisation to require that number of
files. But I'll observe that many projects are poorly organised
and SVN has to decide how it will help these projects, best
practise docs and/or optimisations for these large file set
use-cases.
