--with-berkeley-db is broken

I installed Berkeley DB 4.0.14 under /usr/local/apps/db-4.0/ and using
--with-berkeley-db=/usr/local/apps/db-4.0/ does not seem to compile it, I
get the following error message:

WARNING: skipping the build of mod_dav_svn
         --with-apxs or --with-apache must be used
checking for Berkeley DB in /usr/local/apps/db-4.0/...
configure: error: Could not find Berkeley DB 4.0.14.

I am using Mandrake 8.2 with a lot of SRPMS installed from Cooker,
