Whence go APR patches?

Good evening,

I am in the process of porting SVN to SCO OpenServer and UnixWare.
For both OSes there are changes required to get APR to build correctly.
To whom should I submit these patches? Here or to Apache directly?

Also, another question and please forgive me if this is a FAQ or even
just plain stupid, but does SVN *require* httpd 2.0.42 or would it
work on a 1.3.26 server with mod_dav?
