anyone else having trouble connecting to svn.collab.net over ssl?

i thought we turned that on with the last server upgrade, but i can't
seem to reach it now. at first i thought that perhaps my svn install
was screwed up (since i had to force neon to use an older openssl), but
then i tried on another machine with a more recent openssl, from a
standard web browser, and by telneting to port 443 on the box, and it
doesn't seem to be speaking ssl as far as i can tell...

what's the deal?
