Sounds like svn needs a message specific to this restriction.
Rather then a lower level error message that you look on in
the FAQ.

"file: repository not supported, use a http: repository"

Not sure how you code this given your ban on win32 code in
the svn client. Maybe by side effect of a apr function failing.
