.svn/auth/* permissions

Hm. I don't know that this bothers anyone else, but the permissions on
.svn/auth/username and .svn/auth/password are set to world-readable by
default. I've attached a small patch to change this behavior to setting
those files to be only user-readable. I saw no issues, given that
'open_adm_file' is only used within libsvn_wc/adm_files.c.
