My reasoning would be the former. To be specific, if I have a
top-level subdirectory in my repository called `db' (or `hooks'), I
would like for the URL file:///repos-path/db (or .../hooks) to not
mean two different things depending on the client using it (svn
vs. Mozilla/lynx).
