I've been trying to come up with a solid repro case without using
SVN's repository, but I've yet to figure out the key variables. I
believe Garrett might have also seen this as well.

But for me, it generally happens all the time on updates (never
on checkouts). I'd love to be able to reproduce this with just
APR. -- justin
