Unable to get latest source

Hi

I have two questions. Please help.

1. I'm trying to bootstrap myself with Windows 2000.
I have the Win32 binaries from svn-0.13.2-r2380-setup.exe.
After following the quick walkthrough in the Handbook I'm trying to get
the latest source, but the following error occurs.

C:\Program Files\Subversion>svn co http://svn.collab.net/repos/svn/trunk
-d subversion

svn_error: #21096 : <RA layer request failed>
  OPTIONS request failed on /repos/svn/trunk

svn_error: #21096 : <RA layer request failed>
  OPTIONS of /repos/svn/trunk: could not connect to server

I'm behind a proxy, so did set http_proxy=http://uname:passwd@proxy:3128

2. I have an urgent requirement to version control files with Japanese
names. Can I do this with the 0.13.2 build for Win32? I'm quite prepared
to help debug this.
