I definitely appreciate the sophisticated features of commit-email.pl,
but requiring non-standard perl packages? Now it's starting to feel
like we're swatting a fly with a Buick.

Rather than vote on this, maybe we can include two different
commit-mail scripts in our tree? One "simple" and one "fancy".
The Simple one will do almost nothing, and have no dependencies at
all. The Fancy one can get as complex as we want. Give admins a
choice.
