I think they've already had a big discussion about this, and the
scripts have changed a few times. I guess too many programs have
dependencies one way or the other, the failure modes are not simple,
and it's hard to know which one to use.

I doubt if reopening the debate in Debian would be a good use of time;
therefore I suggest Subversion just fix it in their autogen script
and/or documentation.
