I have no idea if this is relevant but between rev 2301 and 2318 I started
getting MKACTIVITY problems and I couldn't add files to the repository
across the network. I traced it down to my APACHE RPM where I wasn't
including the error message files in the apache error/ directory. When I
added those files to the error/ directory then my problem went away.

Don't know what changed in Apache or Subversion during that time but that
is my expirience.

This may have nothing to do with your current situation but the MKACTIVITY
key word triggered my memory. There are probably other situations that
MKACTIVITY error reported by subversion.
