0.13.2 interim release coming today

Ben's going to roll a quickie interim tarball today; we got all the
issues resolved that we needed to for this:

> - issue #772 (commit_tests.py 8 revealed an replacement bug)
> - issue #771 (Ben's fixing this bug in the dumper right now)
> - get the Windows config file fixes tested (issue #579)

All done :-).

This tarball will be 0.13.2.
