The GPL requires that a binary distribution is accompanied by a copy
of the GPL, so you must include one for the cygwin stuff.

Berkeley DB requires that a number of copyrights are reproduced, so
it's probably best to include a copy of the Berkeley DB licence. The
binary db-4.0.14-win32.zip doesn't appear to do this, but it probably
should.
