Subversion Installer for Windows ready for download

Hi!

The first Subversion Installer for Windows are ready for download:
  ftp://ftp.josander.net/pub/svn/svn-0.13.1-r2344-setup.exe

The file is also suggested by me on the Subversion's File Sharing.

The distro's content (downloaded from the Subversion site's file sharing)
is:

- Files from svn-win32-r2344.zip
- Files from db-4.0.14-win32.zip
- random-test.exe
- svn-proxy-template.reg

I also added the Cygwin diff* programs with libraries in the package and
converted most of the docs in the Subversion Sources to HTML.

Please, come with wishes and suggestions. Some Input I want is:
- Where to put the Berkeley DB binaries? The current place is where
  the svn binaries are installed.
- What about the Cygwin diff and diff3, where should I place them?
- Improvements of documentation. Some of the stuff in the
  documentation are written > twice
- Lisense and honour issues
- Anything else

Some candidates are making Windows binaries now and I don't know wich
person who are doing this now.
I will make a update of the installer when:
- Improvements of the installer must be done (bugs etc.)
- New versions of the svn-win32-*.zip and db-*-win32.zip are
  aviable at Subversion File Sharing page on www.
- Any other good reasons

Things to come up on the next release (within some days):
- The installer will update the user's path
- I see that a new svn-win32-*.zip is out there already
  so I will update.
- Suggestions and improvements written on dev@subversion.tigris.org
  and/or sended to me.
