Would you be interested in a patch for Windows, which makes svn take diff and diff3 out of the same directory where svn is installed to? If yes, I'll probably be able to cook something up. (It is easy: Call GetModuleFileName in svn.exe to find the full path where svn was started from, chop off the file name (svn.exe) and append diff.exe ...)

The only difficulty I see: I have never hacked on svn as of yet, and I'm unsure how such platform specific stuff should be handled.
But If I can get the source tree to compile, you'll get your patch (if you want it.)
