Not having used CVS vendor branches but having read
http://www.cvshome.org/docs/manual/cvs_13.html
it looks like the script has all the functionality that CVS vendor
branches has, but somebody who's used it should verify it. If there's
something to add, I can add it to the script, because at this point, I
don't think it would be that hard to do.

If we keep it separate, then maybe we should rename the script to make
the name clearer to svn users. Something like svn_import_dirs and have
it installed automatically into $prefix/bin. Using the word "load" in
the name doesn't have the semantic meaning people would look for and
svn_import_dirs may be better.
