svnlook/info times (was: [PATCH] Unify human represented timestamp formats.)

svnlook and 'svn info' should output human timestamps, which also implies
local timezone and printing the timezone.

svnadmin dump is not about 'human' stuff, so it is fine to stick to 8601.
