svn project website: error in FAQ

The config line suggested there is syntactically incorrect, at
least for svn-1611.

It'd also be nice to assist people who don't have information
about the proxy used e.g. by their ISP, and/or people who get
totally obscure errors with their svn client and don't realize
it's because of a proxy. Example:
> apr_error: #20014, src_err 0 : <Error string not specified yet>
> The OPTIONS status was 400, but expected 200.
Not everybody interpretes this as "Hang up and dial into a less
crippled internet service" immediately.

(Note: Though I usually subscribe to MLs I post to I'm not
subscribed to dev@subversion.)
